Late Timer Start Calculator.
In the event that the timing console fails to start, and is started late
manually, the timing error can be very accurately determined by collecting
the watch times on each lane, and calculating the difference between the watch
time and the touch-pad time for each lane, calculating the average difference,
and adding the average difference to each touch pad time. (USA Swimming Rules
and Regulations, paragraph 102.16.5.F.)
